Garcia resigns from city council

GOLIAD – Another Goliad city councilman has resigned.

One day after City Administrator Larry Zermeno and City Councilman Buddy Zavesky turned in their resignations, Lionel Garcia announced his resignation from council Wednesday afternoon.

Zermeno and Zavesky told city council at Tuesday night's meeting that they were resigning. Zermeno's resignation will go into effect at the end of July while Zavesky's resignation was effective immediately.

Zermeno said the council's attempts to seize more control of personnel and administrative decisions were the reasons for his resignation.

Garcia said he resigned because he felt powerless with newly elected Mayor Anna Lopez Machacek and councilpersons Joey Thompson and Cheryl Worley.

"What's the purpose of me coming to the meetings?" Garcia said Wednesday. "They already have their minds made up. They know what they're going to do without discussing anything."

Zavesky insinuated at Tuesday night's meeting that the mayor and councilpersons have met in private to discuss city matters. Such "walking quorums" could violate the Texas Open Meetings Act.

Garcia agreed with Zavesky's claim.

"They already have everything planned out," Garcia said. "They know who they're going to vote for without even having the least bit of discussion."

Machacek denied Thursday that she has had any private meetings with city councilpersons to discuss city matters.

"I can't speak for anyone else, but all I can say is for myself is if they are going to make such claims, they should probably come up with some proof," Machacek said. "I've done nothing illegal and if anyone wants to say otherwise, prove it."
