On Tuesday night, the Beeville City Council voted 4-1 to terminate the employment of City Manager Deborah Ballí, just a little more than a year after she was hired to replace the previous city manager.
In fact, the council has fired or forced out three city managers in a little more than three years. Better be careful – this town’s starting to get a reputation.
Not knowing the circumstances behind Ballí’s dismissal, we will only join Mayor David Carabajal in “wishing her the best.”
That’s goes the same for our city council members as they begin the process of locating and hiring a new city manager. Beeville needs a strong, smart CEO type who is amply qualified and capable of leading this city for many productive years into the future.
In a good implementation of the council-manager form of municipal government, the manager runs the city operations and the council provides parameters and oversight. A weak manager invites micromanagement and a weak council surrenders its oversight. Ideally, there’s a professional balance struck that delivers optimum value to the citizens.
City Secretary Barbara Treviño revealed that at next Tuesday’s meeting the council will appoint an interim manager to allow the members time to find someone who could fill the position for the long term. That is an appropriate course of action, and we hope for better, even exceptional, results.
In addition, we cannot close without recognizing the long years of service to this community of City Attorney Frank Warner, who announced his resignation would take effect on Nov. 1.
He has held that often-thankless job for 23 years, enduring late-night meetings and refereeing countless disputes while following the city charter. He cited increased time demands as his reason for leaving that office.
We all should thank Warner for his decades of service to this community and wish him the best in whatever he chooses to pursue in the coming years, involving both the law and recreation.
