Dear Zenaida,
This letter is to endorse you for your bid as District Clerk. You are the only candidate running for this position that I feel is qualified and has the "on hands experience" needed to operate the office without hesitation.
Had I known what I know now, I would have retired when I first shattered my leg and asked the Judges to appoint you. Never the less, you ran the office as if it were your own. Without any pay increase, without any promises of advancement or time off, you stepped up to the plate and handled everything with ease. You proved your capabilities and showed others that you were very able and willing to run the office under pressure and duress.
There is no facet of the District Clerk's office that you aren't well versed in. After all, you helped implement each and every new innovation that exists today. You always put the office first and above your private life. You never complained about working weekends or after hours in order to catch up and stay abreast of situations beyond our control.
I never heard you grumble about anything petty or important. To you, everything had a deadline to meet and by golly that deadline was going to be met regardless of whatever else might arise.
You are the only candidate I would ever consider appropriate or suitable to fit the title as the District Clerk of Bee County. I know it has been your life long dream to achieve this goal, yet you helped me campaign time after time to ensure my re-election. For that, I can never thank you enough. But in the same sense, it shows how impartial and fair minded you are.
I could go on and on with praises about you, but instead I will close with saying that God is with you as you well know. With the recent loss of your mother, my heart goes out to you. Campaigning for office is like a roller coaster ride. Taking you to the top and dropping quickly. I pray your loss won't keep you at the end of your ride very long. Your mother raised you to be the fine Christian woman you are today.
You are my friend and above all else, you are the QUALIFIED and EXPERIENCED candidate for BEE COUNTY DISTRICT CLERK. You will win this election and when you do, I hope to be there with you.

For District Clerk, though we genuinely like and respect both candidates, we believe Republican challenger Zenaida Silva will do the better job running that office. The office ran smoothly under her direction when former District Clerk Sandra Clark was out with illness for extended periods in her final years in office. A competent clerk’s office runs invisibly in the background and that’s how the office functioned under Silva’s watch.

Zenaida is looking to return to an office in which she has over 20 years experience.She began service in the Bee Country District Clerk’s office in 1978 as a child support deputy and rose to become the Chief Deputy District Clerk in 1999. For the last four years, she has served as the Clerk of the Beeville Municipal Court.
Zenaida says, “I know that my experience, relationships, and qualifications make me uniquely suited to serve the people of Bee County as their District Court Clerk. I have had the privilege and honor to work under retired District Judges Rachel Littlejohn Diebel, Ronald M Yeager, and Alonzo T. Rodriguez and also current District Judges Joel B Johnson, Janna K Whatley, and M.E. Welborn. I am looking forward to serving under many more.”
Zenaida Ramirez Silva was born July 19, 1955 in Beeville to Frank “Pancho” and Paula Ramirez. She was the fourth of five girls. Mrs. Silva went on to graduate from A. C. Jones High School in 1974. She married her high school sweet heart Amado T. Silva. They have been married for 36 years and have two daughters, Anna and Angela. Zenaida is involved with many community activities, including the March of Dimes and Relay for Life programs. She has served as team captain for both programs for both Bee County and the City of Beeville. Zenaida hopes that someday a cure will be found as her family has suffered the effects of both diseases. Amado and Zenaida are both active members of First Baptist Church Beeville where she is currently a member of the handbell choir.
Upon graduation, Amado enlisted in the US Marine Corps and Zenaida followed him first to North Carolina and then Okinawa. After four years of service, they returned to Beeville in 1977 In 1978, Zenaida began what would become her 20 years of service in the Bee County District Clerk’s Office. For the last four years, Zenaida has been the clerk of the Beeville Municipal Court, where she has continued to apply her court clerk experience to make the municipal court a model of efficient government.
During her 20-plus year career in as a court clerk Zenaida has gained extensive experience implementing the electronic jury selection, e-filing, electronic child support payments and electronic of court records thru I-Docket. In doing this it allowed other County and State Departments to collect fines and fees in a faster and more accurate manner. She has been trained in Attorney General Child Support Stratus Divisions, E-filing for courts, and department management. As the Beeville Municipal Court Clerk, Zenaida continued her training, earning Court Clerk certification for municipal government in 2009. She has also been part of countless county and district training regional area meetings and regional area meetings.
Zenaida continues, “I am no stranger to innovation and technology. I have embraced and successfully implemented several initiatives to improve the function of both the District and Municipal Courts though new uses of technology.”While custodian of the district clerk records, Zenaida implemented the office’s first transition to digital document management. As the Beeville Municipal Court Clerk, Zenaida was a key part of the effort to move the Beeville Police Department to electronic ticket writers and also spearheaded the effort to allow online payment of fines which has allowed them to collect thousands of back owed fines and fees owed to the City of Beeville. Zenaida has deep roots in and a deep love for Bee County.
She says, “I need your vote to bring my unmatched experience back to the office of the Bee Country District Court Clerk. I hope to have the opportunity to give the residents of Bee County the efficient government they deserve. I respectfully ask for your vote and support.”
We loved seeing all the smiling faces on the parade route this last Saturday for Diez y Seis de Septiembre - we had a great time despite the heat.
We had so much fun decorating the float. Thank You to all the the adults and lovely children that joined us for decorating the float and especially those that walked the parade route with us.
